Maybe. From what we can tell in the last 500 years Chimps started using tools. In the last decade, it appears that a particular pod of Australian dolphins has developed a unique hunting technique that no other dolphins use (carry a sponge to probe through the dirt to protect their rostrum from being injured by sharp coral, shells, etc, being pinched by crabs, you name it).
The technique is only passed down from MOTHERS to their calves.
In the past few decades, also, corvids (crows, ravens, etc) have been displayed using new tools for hunting etc.
Can you predict based on the information you provided just how MUCH they would develop? No.. Would they start building cars and computers? I’d bet not.. they don’t need them to survive.. there has to be a need.. the end justifies the means.. cause/effect blahblah.
This isn’t entirely a question about evolution, it’s more a question about behavioral adaptation over time. Ah .. is behavior the CAUSE or the RESULT of evolution, though?
Think about sexual selection and peacocks.. the hen’s PREFERENCE for a male with a slightly longer tail (behavior on the part of the female) is what CAUSED males to evolve this ridiculously cumbersome tail used solely for display in the hopes of winning a mate. It makes flying difficult, if not nearly impossible - it opens them up to be easily attacked by predators,etc.
